Development of tourism is an important contribution to the social, cultural and economic development of the locality and the nation as well, which is especially more essential for countries that are in the process of social and economic development.
State Decree No. 45/CP insisted: “Tourism is an important economic sector in the national strategy of social and economic development, having the effects of active contribution to the opening policy, promoting the renovation and development of other economic sectors, creating employment for the labour force, broadening the cultural communication among different domestic regions, of our country with foreign countries …”
Instruction No. 46-CTTW by the Central Secretarial Committee of the Party stated: “Tourist activities are efficient in many aspects – economy – politics – culture – social order and security – conservation of the ecological habitat, traditional characters and Vietnamese personality. Development of tourism is the duty of many sectors, agencies, associations and social organisations. Business sectors are encouraged to undertake tourism under the unified management of the government …”
In the actual scope of social–economic development, Daklak province has many opportunities of expanding tourist services, with clear developing paces and important positions in the provincial economy, in which Buon Ma Thuot is the social, cultural and economic centre of the province. All clues for tourist development gather there, and in the orientation for general social–economic planning till 2010, tourism is considered as the leading economic sector, in priority of development in the aim of transferring economic structures and promoting inherent potentials.
Based on the utilization of natural scenery of the locality, in Buon Ma Thuot city, the investor signed the business contract No. 42/HDKT on September 25, 2002 with Thong Nhat agricultural cooperative in Khanh Xuan ward, which allowed the investor to exploit the Pine-Hill Lake with 14 ha in 50 years. In addition, the investor has been conveyed an extra area of 27 ha surrounding the lake by the People’s Committee of Buon Ma thuot city. Moreover, 4 ha of land in the south of the lake has also been transferred to the investor; so in total 45 ha of land at first stage can be planned, designed with infrastructure for tourist business.
After conducting a survey of the site, the Department of Trade and Tourism of Daklak province noticed that this region is particularly advantageous for the investment in developing ecological tourism and the report No. 17/TT/DLST-BM by the Ban Me Eco-tourist Enterprise Pte. is in accordance with the orientation of tourist development of the province.
Therefore, the Department of Trade and Tourism has submitted the report No. 25/TT-TMDL to propose the provincial People’s Committee to consider conveying an extra area of 70 ha of pine hill to the enterprise for preservation and care in exploiting ecological tourism.
On July 01, 2002, the People’s Committee of Daklak province issued the official letter No. 1555 /CV-UB on the approval to Ban Me Eco-tourist Enterprise Pte. of developing ecological tourism, associated with aquaculture, including investment in preservation of the above mentioned pine hill to exploit tourism.
On the other hand, along with the construction of models of tourist services , the enterprise will also invest in building a health care centre within the premises of the Ban Me ecological resort, in which part of the profit in tourism business will be reserved for the care of lonely elderly people in the province to contribute to the policy of “Recompense and Requital to express gratitude” promulgated by the government and the party.
Upon being conveyed more forests and treeless land, the enterprise will conduct the planning and investment in planting 25 ha of precious wood trees with the ambition that the Ban Me ecological resort will become one of the National Parks that tourists want to explore the various kinds of precious wood trees in Vietnam. Besides, it will be a location for study and research for thousands of students in the province.
In order to grant a privilege to the business in its investment and start its operation soon to contribute its part to the state budget, the People’s Committee of Daklak province issued the certification of preferential investment to the enterprise with the Decision No. 71/2002/GP-UB dated August 20, 2002.
Thus the business expects that the Ban Me ecological resort will be the “the Green Lung” in the heart of Buon Ma Thuot city and the tripod project: Ecological tourism – aquaculture and the forestation with the advantage in location will surely bring high economic efficiency with the least risk.
